Seal Beach is updating its Local Hazard Mitigation Plan (LHMP) — a vital roadmap to make our community safer and more resilient to both natural and human-caused hazards.

We are proud to announce that the City of Seal Beach’s 2025 Local Hazard Mitigation Plan (LHMP) has been officially approved by FEMA and was adopted by the Seal Beach City Council on November 10, 2025.

This finalized plan represents our community’s long-term commitment to reducing risk, strengthening resilience, and preparing for natural and human-caused hazards.

🔍 What Is the LHMP?

Local Hazard Mitigation Plan (LHMP) helps cities reduce risks from hazards through long-term strategies, community input, and coordination with regional partners. It’s a key requirement under the Federal Disaster Mitigation Act of 2000, enabling Seal Beach to qualify for FEMA hazard mitigation grant funding.

The LHMP includes:

  • Hazard Profiles: Describes the type, location, severity, and likelihood of future events.
  • Vulnerability Assessment: Examines the impact of hazards on people, property, and the economy.
  • Mitigation Strategies: Outlines goals, prioritized actions, and partnerships to reduce hazard risks.

🛠 How Is the Plan Developed?

The LHMP is shaped through a collaborative process that involves:

  • Community input and outreach events
  • Input from neighboring cities, Orange County agencies, and nonprofits
  • Review and approval by Cal OESFEMA, and the Seal Beach City Council

The plan is updated every five years to ensure continued eligibility for funding and relevance to emerging risks.
